What are Rules of Engagement?
Rules of Engagement (ROE) are internal rules and procedures created to deal with unique circumstances and delicate situations that require actions with significant consequences. ROE are generally documented and cover a few guiding principles to follow. For example, NATO has come up with the ROE MC 362/1 Manual. It defines ROE as “directives to military forces (including individuals) that define the circumstances, conditions, degree, and the manner in which force, or actions which might be constructed as provocative, may be applied.”
